Interstate commerce includes any business or transfer of goods across state lines. The Interstate Commerce Act is a Federally enacted law which prohibits monopolies from overcharging companies which need goods transported across state lines. The Interstate Commerce Commission was created to be certain that transportation companies followed the new rules set out in the Act.
